Brief Analysis by NICCI on Nepal’s Budget for Fiscal Year 2083/84 (2026/27)

The Nepal–India Chamber of Commerce and Industry (NICCI) has reviewed and analyzed the annual budget for Fiscal Year 2083/84 (2026/27) presented by the Government of Nepal on Jestha 15, 2083.
The total outlay of the budget stands at NPR 2.124 trillion (NPR 21 Kharba 24 Arba 34 Crore). The proposed financing includes NPR 1.405 trillion from revenue collection, while the remaining amount will be managed through foreign grants and public borrowing of NPR 657.29 billion, comprising NPR 410 billion through domestic borrowing and NPR 247 billion through foreign borrowing.
NICCI considers the budget to be relatively balanced overall, with an effort to introduce some new initiatives while continuing several ongoing policies and programmes. Although the budget may not fully reflect the ambitious vision required for a fundamental transformation of Nepal’s economy, it does indicate a positive intention to introduce reform-oriented measures and address several longstanding concerns raised by the private sector, particularly in taxation, industry promotion, and investment facilitation.

- Maintaining customs duties on imported raw materials at least one level lower than on finished goods, thereby encouraging domestic production and value addition.
- Reduction of customs duties on raw materials used in the production of 243 types of goods, which is expected to improve industrial competitiveness.
- Removal of excise duties on 360 products, making industrial and business operations easier.
- Simplifying arrangements for Nepali citizens to invest abroad.
- Amending the Foreign Investment and Technology Transfer Act so that prior approval from Nepal Rastra Bank is no longer required for repatriation of investment; notification will be sufficient.
- Simplifying procedures for payment of service fees, royalties, and technology-transfer related remittances abroad.
- Announcement of establishing Nepal’s first computer/data center in Syuchatar, contributing to digital infrastructure and technological development.
- Launching special initiatives to help Nepal confidently enter the era of Artificial Intelligence (AI).
